How about this, we keep eastern Washington, eastern Oregon, and the new state of Jefferson, build a big beautiful wall to separate the rest of the left coast. Then the buyer can get Seattle and Portland too.
The contract would have to read like a used car, no warranty, no return, all sales final.
We have a similar if much smaller scale problem here in Spain with Catalunia being the California equivalent. It's a shame to lose a chunk of land but sometimes hacking off rotten flesh is the best way to go.
" ...hacking off rotten flesh." Given that pre-modern medical practice involved sharp edges and fire as a solution for problems like gangrene, that is a remarkably apt analogy.
They're probably the only ones who could come up with the scratch. It would be a lot of fun watching them eliminate their competition...like Newsome. But even if they did manage to buy the place, they don't have the wherewithal to turn it into any more of a military threat than they already are. And frankly, I doubt they'd want to, any more than we have tried to put ten divisions and nuclear missiles on Taiwan.
I don't know for sure if they would succeed, but I'm sure they would try. And if they even partially succeed, that would be bad for us.
I also think that about 80-90% of the landmass would revolt and seek to rejoin the US, perhaps as the 'state of Jefferson'. (They already want to split the state and form that new state anyway.) But I also have no doubt China would have the manpower -- they do have over a billion people, after all -- and almost certainly the political will to occupy and enforce their purchase. And that would get... messy.
So yeah, I think you're right that China is about the only possible target, but I don't think it's a good idea. Splitting the rest of the state off from the lunatics in San Francisco and Sacramento, though, that is an idea I would like to see pursued.

Buyer beware.
Perhaps we could use our improved financial condition to add Canada and Greenland to our portfolio. I'd look very favorably on making that trade off.
An interesting proposition.

Who is the buyer? China?

LOL
We have nothing to lose but our overpriced rice, Hollywood, and 11 million Democrat voters!
